clipproperties: Make the effects Toolbar a ButtonBox

In other places we use a ButtonBox instead of a Toolbar at the bottom. This also gets rid of some noisy decorations.

Also add some margins.

Now the button bar is always kept visible and the button's action is disabled when there is no effect selected.
