Use more AX_REQUIRE_DEFINED

Gabriel was missing the AX_GENERATE_CHANGELOG macro because he hadn't built m4-common in a while, and you wind up with a notoriously terrible error message if AX_REQUIRE_DEFINED is missing.

(This does nothing to help the poor souls who do not yet have AX_REQUIRE_DEFINED installed....)
