Document some accessible events in AccessibleEventId.idl

Add some documentation to a few undocumented functions. I'm a bit unsure of ACTIVE_DECENDANT_CHANGED_NOFOCUS but to me it seems to be a work around for windows that maps ACTIVE_DECENDANT_CHANGED to event object focus.
